Next generation of AdVanced InteGrated Assessment modelling to support climaTE policy making

NAVIGATE is a project funded by the European Union’s Horizon 2020 programme and carried out by a consortium of 15 European organisations and two others BRIC countries organizations (Brazil and China). It aims to develop the Next generation of AdVanced InteGrated Assessment modelling to support climaTE policy making. It will critically improve the capability of Integrated Assessment Models (IAMs) to inform the design and evaluation of climate policies by targeting major advancements in two areas: describing transformative change in the economy, in technology and in consumer goods and services, and describing distributional impacts of climate change and climate policy.

General Objectives

The overall objective of the project NAVIGATE is to develop the next generation of integrated assessment models that can directly support the design and evaluation of EU and international climate policies and inform the alignment of climate action with sustainable development goals. To achieve this objective, NAVIGATE aims to advance IAM capabilities in key areas for climate policy support. In particular, NAVIGATE will:1. substantially improve the representation of transformative processes in interlinked social, technological and economic systems;2. develop a new capability to represent transformative changes in consumer goods and services;3. substantially improve the modelling of individual sector transformations in energy, industry, transport, buildings, and agriculture;4. develop a new capability to capture spatial and social heterogeneity;5. deepen the integrated assessment of mitigation pathways in terms of a multi-dimensional assessment of costs, benefits due to avoided impacts, and co-benefits due to interaction with other sustainable development goals;6. improve transparency, legitimacy and usability of IAM results for users such as policy makers, businesses, civil society organizations, as well as experts from related disciplines interested in using IAM results for climate policy analysis. To this end, NAVIGATE plans to make a significant investment in a targeted stakeholder dialogue.

Expected Results

NAVIGATE will synthesize its advances towards the next generation of IAMs in two final products. First, a synthesis report for policy makers and other users will collect newly-gained policy insights with a focus on what can be learned about supply vs. demand side mitigation strategies as well as short-term climate policy entry points for the EU and the world to deliver on the Paris Agreement. This synthesis report will be tailored to feed into the global stocktake of NDCs in 2023 and related EU climate policy discussions at that time. Second, the IAM NAVIGATOR is a toolbox for accessing IAM resources and results developed during the course of the project.
